Making Contact

Important: We DO NOT want to spam these organisations or approach them in an annoying manner! Any communciation should be polite, detailed and technically accurate.

We would appreciate volunteers to contact each organisation ASAP to discover answers to the basic questions:

  • When will you be discussing the proposal to Fast Track the Ecma 376 standard via JTC1?
  • What is your current position in respect of the Fast Track Proposal?
  • Who is/are the responsible individual(s) within your organisation who we should approach with detailed critiques?

Notes

  • See the Sample Letter below.
  • Refer to the standard by it's full name. Do not call it "OOXML" or "EOXML" or "OXML". The proper name of the standard is the "Ecma 376 Office Open XML" standard. Use the full name the first time you refer to the standard in your email, and after that, refer to it as "Ecma 376".

Who should volunteer?

If you wish to put your name down to contact a particular NSB, please consider the following points:

The individual making contact should:
1. Do so in the appropriate language.
2. Be a citizen of the country concerned.
3. If possible do so in the name of a company rather than as a private individual.
4. Hopefully that company would be either not tiny, or in some manner a technical/IT company.
5. If the company has had previous dealings with the NSB that would be a bonus.

The first 2 points are most important, the others are useful. However, if there is no qualified volunteer for a particular country then anybody who speaks the language will do.

Sample Letter

The following is a sample letter, sent by Daniel Carrera to the "info@" email of the Standards Council of Canada. You are welcome to copy any ideas from it that you find useful.

Dear Sir or Madam,

Earlier this month the Ecma International standards
group submitted a standard for fast-track ISO
approval. That is the "Ecma 376 Office Open XML"
standard.

As an individual who works in IT, I am very concerned
about the possibility of this standard receiving ISO
approval. In brief, this specification is so complex
(6,000 pages) and vendor-specific that it can only be
successfully implemented by Microsoft Office (the
application on which it is modelled after). It would
effectively block all Canadian IT developers (such as
myself) from competing on a level playing field.

The concerns over Ecma 376, as pertaining ISO
approval, are summarized on this page:

The initial review period ends in two weeks, on
February 5th. If none of the "P-Members" of the
ISO/IEC JTC1 (Joint Technical Commitee 1) raise an
"contradiction", the specification will go through
the "fast-track" process towards ISO approval. The
above page lists many contradictions in Ecma 376 as
defined by the ISO rules.

Canada is a P-Member of the ISO/IEC JTC. I would like
to make contact with the individual(s) responsible
for  Canada's vote on the JTC to discuss the 
contradictions in Ecma 376.

I was hoping you could answer a couple of questions:

* When will the Canadian delegation be discussing the
proposal to Fast Track the Ecma 376 standard through
ISO?
* What is the current position of the delegation on
this proposal?
* Who are the responsible individuals whom I should
approach with a detailed critique?

Sample Letter 2

Dear Sir or Madam,

I am sending you this email since your organisation is a liaison member of ISO JTC1 (International Standards Organisation Joint Technical Committee 1).

Earlier this month the ECMA International standards group submitted a standard for "fast-track" ISO approval. That is the "Ecma 376 Office Open XML" standard. (ISO/IEC DIS 29500)

Ecma-376 is a (proposed) standard for "word-processing documents,presentations, and spreadsheets" which overlaps completely with an existing, approved, standard ISO/IEC 26300:2006 (openDocument (ODF)). Therefore it conflicts directly with ISO's goal of having one standrd for any area.

Furthermore, this specification is so complex (>6,000 pages) and vendor-specific that it can only be successfully implemented by Microsoft Office (the application on which it is modelled).

Ecma 376 also violates section 2.14 of the ISO/IEC Directives, Part 1, in that not all of what it takes to implement the standard is covered by the licensing conditions offered by Microsoft.

The large volume of technical materials to assess and comment on makes this an enormous task for each individual.
    • Sent an email to Michael Langdon at Standards Australia with comments in the template document (attached to the email) noting contradictions in EOOXML on 20 Aug 2007 to meet deadline for comments of COB 21 August 2007.

  • Peter Ellis, MMgtStud(ProjMgt), MAIPM, sent a submission using the provided text, but slanting it towards 'business' and its response to differing standards. This caused Mr Tegert (SAI) to make contact recognising the similarity of the text, say that SAI has people working on the Ecma standard already, and say that he will circulate the common portions of the text to these people.
    • Wednesday 14 February 2007: Email from Alistair Tegart, Group Manager, Communications, IT & e-Commerce Standards, Standards Australia, with copy of the Standards Australia letter of 4 February 2007 to Mrs Lisa Rajchel, Secretary of JTC1, titled "Re: JTC1 N8455 30 Day Review for Fast Track Ballot ECMA-376 ISO/IEC DIS 29500 Office Open XML File Formats". In essence, the letter proposed that the proposed "Ecma 376 Office Open XML" standard be referred back for discussion within SC34 before going to a DIS ballot. During the contradictions period, the chairman of the relevant comittee was Mr Istvan Sebestyen, who is also an officer of ECMA (then Deputy Secretary General, now Secretary General). Note: In the United States, ANSI delegates authority to an industry board called INCITS to represent the US position in JTC1. So it is important to send any letter to both ANSI and INCITS. Note: A response was received from Jennifer Garner on 29 January, indicating that the INCITS executive board "decided not to submit a contribution in response to JTC 1 N 8455". They have also posted a list of comments they received (mostly after the deadline, unfortunately). Comments are still important to influence the eventual US vote on the standard, however.
